The Torians had the culture perk that causes every AI to go to war when you capture their Home world. It is works as designed at the moment although many others have noted this action.
Known bug
There are several Tech lines that require you to select certain traits or abilities. Mouseing over your choices will tell you the various groups available.

Many upgrades do not take effect till the next turn.
If it were not for that crime based Civ I would say remove crime altogether. On second thought I say remove that Civ or change them to a freebooter Civ that can make life hell for everyone and must make life hell for everyone but not required to declare war to raid other Civs.
10% on every planet both core and colony. All your colonies on that planet would be 0 but how did you get a colony to have more than 3% to begin with?

1 Does the planet have a leader? If no then nothing you do will make it grow population. 2 Is the planet a Precursor World? If yes then you have to build housing as Precursor Worlds are limited to one Pop till you do. If 2 is no then you should be able to grow or build pops. Synthetics need Promethium to grow but that does not sound like you problem. If nothing above fits your game then there is something wrong with your gam
Update to "Insiders build" is up this is one of the "fixes". It is not mentioned but was supposed to be the same bug as the survey mods disappearing on save loading. Of course please notify if it is still there. If not on the "Insiders build" go to betas in Steam select it, you should not need a password.
Known bug. They have given this priority for the next patch hopefully it will be there.

As they just changed the core world mechanics in the latest build what do you think the chances of it going back to what it was? It is popular with many and was something many asked for. It is also a way to keep the AIs from coring every space rock it found. This was a major complaint by most that posted about the silly choices the AI makes.

The only time I have seen cost of 700+ the leader has had the finish research perk. Am not arguing that the cost maybe too high just how they were generated. It might be because the Krynn are a composite race being populated by all the other races. Should not matter just wonder if that is the cause. I mean the Krynn should not trigger this at all as they are a religion not a race .
