Do not have a save but can confirm this happens. Some times the award pop-up does not show, sometimes the award is not given.

No you cannot. This is not a bug you cannot upgrade already built ships. One of the most asked for changes that has not been added.

Lost a movement point boost from either an event or other optional selection like culture not a tech upgrade. Happened after a restart of a save. This has been noted before different things like survey modules disappearing after saves/ restart.
Hope it is the ones that are already being exploited by the AIs.
My understanding is most "Patches" are save friendly and you can keep playing your current game. The changes like the current cooldown for weapons will not take place till you start a new game. You are usually warned if an update is save breaking, Ramma and Zabik are very good at including that info in the change log. Yesterdays update is save compatible so you need only start a new game for the changes to take effect your save should play w

For the "RV" points you can set Rally Points for each Shipyard. Zabik OP clearly says get eliminated. If he meant I eliminated that needs to be made clear. The only way I can see two Civs being killed that early is max civs single sector.
You could do what most players do and select a rally point for new ships to launch to.
Are you trying to look at screens and change things while the AI is taking its turn, or is the game trying to do stuff while it is your turn? If you are trying to do things while the AI is taking its turn you are doing something that the game does not support and never has thus the crash. If this is happening when it is your turn, and it happens every time you play send a save with instructions on how to reproduce it. Again if this is happening during the AI turn
