Yeah, that has always been that way. The idea is that you can never ever really please everybody ! Having said that, with enough bonus and cultural traits it is possible to push it all the way to 99%. That 100% though will always be elusive ;)

Hiya! As far as I understand it, Megastructures can be captured by other civilizations. The megastructures are considered as planet when trying to capture them and require a high enough conquest rating. They do not get destroyed unless you use the decommission button. Doing so does not give you back the gigamass though. You can indeed place ships in the structure to defends them, like you would for a starbase or a planet. The other thought I had was to use the Orbital Academies to boost the HP of the ships coming out of one of your shipyard. There's also a couple of ship modules available to up the HP of your ships. Bigger ship hull will be the most useful though.

Testing it now, yeah it looks like there's an issue with Tiny singular maps. If you use binary sector, then you'll get at least one AI to show up in the other sector. The other two AIs are no where to be found though. If you want a single sector you'll have to use a small one, which should at least spawn one AI opponent. Hiya! Could you be more specific about the game settings you are using that leads to the first situation ? As for the second problem, do you have the species DLC or are you playing the base game only ?
I'm not able to reproduce it either using only the mods found in UP Bundle of Mods V1.9.23. As the Baratak, researching Starbases Modules spawned two constructors and no harvesters.
The technical reason for this is that the ships actually teleport from point A to point B. The "movement" is just an animation, a prop if you will. You can see this by disabling movement animation in the game option.

The Mother hive produces 0.1 culture per month right from the start. This encourage you to move out and quickly get more core worlds so you can build more Mother hives. It may also be a good idea to get Sacred Tradition in the Traditonalism tree as a starter so you can build the Hall of Tradition as soon as possible and get +1 culture per month from it. Having said that, not all civilization are created equals. Some are harder to play then others and some are easier.
Insider is a preview, beta test of the upcoming patch. On Steam you can play the insider build by going into the Betas tab under the game properties and select insiders in the list. In theory, both Epic and Steam insider version should be the same.

Looking around on the internet, it looks like the free Paint.net is able to open and edit .dds file. I just tested it myself with one of the .dds files in the Gfx folder of GC4 and it opened it without any issues. So it should be very easy to mod by making your own custom .dds file, adding it into your mod Gfx folder and pointing to the name of your .dds image file within your mod.
Alien_exterminator hasn't shown up in a while. I tried to keep some of his mod up to date and functional in the mean time. In one of my mods (UP_MBC_Culture) I modified the XML code and added a trigger that make it so you only get the points the first time you build it. I did the same thing for a couple of other building that works the same way.
