Another way to find it is to save the game, exit the game, then reload the game. The "new" planet will be visible. I believe this is another one of those bugs where something happens (in this case a new planet is supposed to be available) but the graphics are not updated until the next turn. There appears to have been a change to the logic in the planet management screen for adding new tiles for development. After researching an anomaly, I got the below message. The first option offers to unlock the "Nail" ship. The screen snapshot below shows that there are 50 ships from many different AI civilizations stacked-up on a subspace gate. I am only at war with one of them (the Baratak Grove), but the only thing I can do to attack them is to use a missile volley or a beam volley against the top ship in the stack. [/quote] Look at the citizens you have on the planet. You need to have at least two that are not in revolt (one for the colony ship and one to stay behind on the planet). You can tell if a citizen is in revolt by looking at their "happiness" icon.
Load them up on colonizers or transports. You can then use the colonizers to colonize planets and use the transports to invade enemy worlds or just decommission them to make them go away.

I understand that, under the Godlike setting, the game gives the AI civs a lot of extras to make it difficult, if not impossible, to win. However, it still should play within the rules. I am playing a "Godlike" game and I am seeing what you are describing. The first screen snapshot shows an Onyx Hive fleet that has 37 ships in a fleet with 3151 total hit points and a Logistics limit of 164. However, 2 can play at that game! The tray that usually appears at the center bottom of the screen has disappeared (first screen snapshot). After I saved the game then reloaded it the tray reappeared (second screen snapshot).
