I had a simular problem with Citeis Skylines. What I did was run was run "Game Cleanner 3.0.9 then I restarted the computer and all was well. Another fix that was done in the past was when the game got stuck to go to the main menu. the rest is somewhere hiddding in my brain.
they went from Alpha to Beta adding and changing things. Just start a new game form scratch and see if saving it to a new save then overwrite the save as the game moves forward. If it still crashes then send the save game in to them.
I find myself having to kil my govenor almost every turn but al planets still have govenors.
I like the idea of having a check box in the setup. At most all I ever want are the stats.

Explaining things in the set-up is a good idea. This way the new players that have no idea of what is what can still have fun.

You could also tweek what it does depending on the type of govt/ideology the civ has. The Drengin would not be hurt by war as much as the Alterians.
