Yes, this bug affects almost all races. But it is supposedly fixed in the yet to be released .80 version.

If you hover over the citizen does it show that they have an ideology? I think what that message is trying to say is that the citizen's ideology is opposed to one of the ideologies you've spent culture points in. Not 100% sure of that though.

I hope this doesn't come across as snarky, but wouldn't it be a good idea to make sure that at least one of the Galactic Achievements actually work before adding new ones? I have yet to see any of the alpha/beta testers report either here or on Discord that they have managed to finish one of them, even the Penultipox one which only requires some research and building a planetary improvement.
You've got a UI bug. There's supposed to be a pic of your governor on the top left, planet stats underneath that, available buildings under that, and projects like the shipyard on the bottom.

If you're really talking about GC4, then (a) only core worlds can build shipyards, and (b) you build them as a planetary project (small button in the lower left corner of the planet window) not with constructors. The structures are built by dragging an available improvement from the left part of the window to an available tile on the planet.
Same thing if you're playing as Xeloxi. You start allied with the pirates, so you can't attack them.
The human player is always listed as last in influence. I've been reporting this as a bug since I joined the alpha test in .40, but it seems to be low priority since it's never gotten fixed.
What planet class is Iconia? It might be overriding the population cap with the planet class like it did in GC3.
Me too. It was there in the early alpha test versions and then got taken out for some reason. Now when I want to figure out which planet to specialize something on I have to cycle through all my core worlds one by one.
I'm talking about wonders like the Eyes of the Universe, Elon's Lift, and the Beacon of Babylon. Although the Eyes might be bugged in .77b. And no, even with all of those and the missions I've never filled one whole tree. I could have filled one and maybe most of another one, but so far I've tended to spread the points out more than focus on one tree.
With .77a you can also get culture points from wonders that you build on your core worlds.
Agreed. I just saw the Torians take out several heavily defended anomalies with a fleet of 7 ships and two single ships, none of which were survey ships. The AI is definitively cheating.

[/quote] I used to take my survey ships and make fleets with the commander ships. If the commander ships are unable to upgrade, it makes some of the available upgrades useless. For example, the one that increases the moves of the ship. If only the survey ship can take this upgrade, but you need other command
While I agree with you to some extent, I can't disagree more that it's a problem that would cause you to rage quit and demand a refund. There are relatively easy ways to deal with approval penalties, for example. Some of the really negative policies are there for use only in drastic situations.
Today's update on the test branch shows as Version Beta_0.77a.277398 in my Epic library.

It's a bug in the current beta. Several of us have reported it.
There's a bunch of stuff there that I'm going to have to wait until I play with it before I say anything, but I like what you're doing with the star base upgrades - for me they've been well neigh impossible to get in the alpha/beta so far because of the exotic resources required. And the change to Ripe for Conquest is welcome, it never made sense that someone so far away would say that.

AdamMG has good suggestions regarding crime. In .77 there's a new planetary improvement named something like Law Office that, like the Survelliance Center, reduces crime by 10%. Also the Ministry of Justice tech lets you recruit a Minister who reduces crime across all your core worlds and colonies.
