Are you aware that there's a major bug in using saved custom settings? If you do, the Factions window for leaders is non-functional. I've been having to re-customize my civs from scratch every game because of this.
In your Documents\My Games\GalCiv4 folder you'll find a file named prefs.ini. Display resolution is set there. I have no idea if your resolution will work, but it's worth a try.
The -11% approval I mentioned from the Freemarket Society doesn't seem to be getting applied to my citizens.

The bug I previously reported, where if you start a game with a previously customized civ and don't opt to discard the customizations then the Factions window is non-functional, is still there in .71.
You have to research Xeno Manufacturing, that gives you a project to manufacture a citizen.

Ok, you got me. It does look like the relic is within the star base's range.
Your second pic shows that you've built the Ancient Studies Center on that star base. The pic in your first post showed you hadn't built in on that one.
There's a tech you have to research that unlocks a star base improvement you have to build to study relics. Your pic shows you haven't yet built that module on your star base.

Clearing out your My Games\GalCiv4\Factions\CustomTemp folder, or telling the game that you don't want to use previously saved customizations, will allow you to start a new game and have the Factions window
I got an event about a religious cult. First choice was gain a leader, 2nd was an increase in global income, 3rd was gain a cleric citizen. I chose the cleric citizen but no citizen showed up.
