Engineering techs are mostly browns, with a few blue and red and one green. An icon is a good idea.

In your Documents\My Games\GalCiv4 folder you'll find a file named prefs.ini. Display resolution is set there. I have no idea if your resolution will work, but it's worth a try.

Clearing out your My Games\GalCiv4\Factions\CustomTemp folder, or telling the game that you don't want to use previously saved customizations, will allow you to start a new game and have the Factions window

I erased all my old race customizations files from my My Games\GalCiv4\Factions\CustomTemp folder, started a new game as Drath, and now the Factions window is available.
