What was the development reason for not using DX12 or Vulcan and staying with DX11? How will AI choices in game be made? In Gal Civ III AI was 'data' driven. I am in the minority but I loved Brads ai scripts in Gal Civ II. Will Brad have a direct hand in how the AI behaves?

I am pretty sure Stardock nows how I feel about this. If I cant be a real employee at least I am dedicated, die hard fan who will shout across multiple media platforms how awesome their games are. Greetings Stardock, I see in the faq that GCIV will be DX 11 or higher. Which is more optimal DX11 or DX12? I ask because while Civ VI can be either it runs better on 11. I had thought that DX12 was new and can off load workloads from the CPU or more enabled multi gpu's from different cards, (assuming you had a two or three video card setup). I may be WAY off on my understanding which is why I am posting/asking this. <
