I and others have reported that AI fleets made up of ships without survey modules are able to survey defended anomalies. I, and I think others, have provided saves that show this. In a game with beta 0.90, I've seen multiple occurrences of this bug very early in the game. I think I also have a save before it started, so maybe whatever causes it can be seen as it happens. I have the save, a screenshot and a text file that explains what to do to reproduce it.
This needs more information about the starbase, such as its name. Other conversations that involve a starbase have {OBJECTNAME} after starbase to give its name. Here is an example: Your starbase {OBJECTNAME} is a direct threat to our interests. We demand that you remove it at onc

The base growth rate of the Onyx Hive is half the base growth rate of normal carbon-based races. Their growth rate also depends on the amount of promethion they have. In an earlier version of the game, all the AI were launching colony ships without population and trying to colonize planets with them. They couldn't because the game correctly didn't allow that. The bug was fixed, and I haven't seen anything like that happen since then, until now. I'm not sure what is causing this because of all the wars that are happening. I have captured colony ships in space that didn't have population, so they couldn't be used to settle a planet.

In normal space your ship would go around the other ship, but that's not possible in a stream. Your ship would have to occupy the same tile as that ship to move to the other end of the stream.
