Not a bug you should be able to move them "in Range" then move them like your other ships. They must go straight to in range though. This trip to in range will explore the area in-between where the AI gifted them and you in range territory. So click on a hex in your range, if they still will not move and you have Slipstream movement discovered then your game is borked.
