First have you started a new game since you acquiring Warlords? This is what usually causes "non of the Warlords stuff is working". The Warlords changes as well as patches will not work till a new game is started

[/quote] There are no new Civs. Spec1es Pact is an upgrade to the Civ designer it adds several species and phenotypes. Try making a new civ you should then see the changes.

I would however like to turn off the random assignment of my Cits as I seldom need them to be promoted and never need Entertainers, and if I have the feature correct in my mind, I only need Marines for invasions and capture ships, and, I may be wrong, they will auto promote when needed like colonist.

I suppose the risk is the more you lean into it the more your forced to actively engage with it, which might turn people off. At the moment I feel its in a good sweet spot where you can engage in it to really min/max but you can also ignore it completely without it hurting your game. You can refuse to build any research improvements. That I understand slows it some. Unfortunately, other than a mod or two, I believe Draver's mods have one, to slow the slow pace or increase cost not much you can do ATM.
