You are correct about shipyard decay. However, Resource Extraction Doctrine does not reduce shipyard decay. but asteroid decay and if I remember correctly Colony decay. Shipyards are indirectly affected as any decay the Core planet is subject to lessons the production provided by it to the shipyard.

1 Does this occur after a restart? 2 Are you on the stable 1.04 build or the test 1.05 build? 3 Regardless when you have graphic glitches try verifying files first. 4 Sure it is not the ship needs population popup? 5 If a player skips a mandatory popup, they are not playing the game as designed so this would not seem to be a bug or glitch.

The Map Editor it is the only way to fix the bad decisions made. In 3's editor I can eliminate things like monsters and having opponents to close. Any other words I can set the game up my way as a 4X game and not a war game as the current map generator forces on you every game. One that should be added. Splitting choosing Monsters, Precursor Guardians, and Pirates into three separate options. Would love to have Precursors and most assuredly Pirates but I will never play a game with Monsters if I can avoid them.
