Four things: It is a well-known bug. They are working on a fix. It is not known when they will have the fix. Send a save game with the bug to the Devs everyone helps.

I cannot remember which Civ or Civs get it by default, but it is only available as a civ trait, if you are still playing Drengin they are not one of them.
Yes, a save with instruction on how to replicate (if applicable) is always helpful. If mods or if you have modded the game to include the Civ is also useful info. IIRC this has been mentioned before.
You are correct about shipyard decay. However, Resource Extraction Doctrine does not reduce shipyard decay. but asteroid decay and if I remember correctly Colony decay. Shipyards are indirectly affected as any decay the Core planet is subject to lessons the production provided by it to the shipyard.
