I like the fact that there are popups that appear when you hover over the different tax rate options. However, the information in the popups does not appear to be accurate. I have included a series of screen snapshots of the different popups and what actually happens when you select each tax rate. I think your theory about the issue being related to AI ships transiting subspace gates has potential. The sector I am in has 4 subspace gates connected to it with a lot of AI civilization ships coming in and out. As best as I can recall, the civilizations that got stuck have all been from sectors that connect to mine. I know that is just anecdotal and not repeatable proof, but in the absence of proof, it is a place to start looking.
No, I do not verify files before each session. However, the game is not crashing, it is getting stuck on an AI civilization’s turn.
I am playing a game as the Torians and the game has gotten stuck on an AI civilization's turn 4 times and I am only on turn 110. When the game gets stuck, I can look at anything I want so the game is not frozen, it is just stuck on an AI's turn. The only way out is to exit the game (you cannot save at that point). While playing the Torians I noticed an oddity with the Shimmering Depths faction. As shown in the first screen snapshot below, when you hover over the name of the faction (in this case the Endless Emporium) a popup window appears that shows which leader traits will affect the bonus/penalty gained from the faction when you assign a leader to that faction. I am playing as the Torians and I assigned a leader to the "Tlas's Flagship" command ship. I used that ship to attack a Ship Graveyard and it successfully killed all 3 defenders. However, I noticed that the ship gained 6 hit points after the battle, which was unexpected. I ran into an unusual description when I hovered over the Repair Drones icon. Normally, it looks like the first screen snapshot below, but it often looks like the second screen snapshot below. I started a game as the Xeloxi to see what they are like and the Factions screens looks like the below screen snapshot. I assume this means that the Xeloxi do not get any Factions. Is this correct or is this a bug? I am on turn 36 and am playing the 1.10 release version.

This is another one of those issues that has been around for a long time and, since it is still present in the 1.10 release, I want to bring it up again to make sure it is on your list of things for the devs to fix.
