The fundamental issue here is whether or not all ships in a single cell should become a fleet (up to logistics limit) when attacked. My opinion is yes, they should. If you do not want them to become a fleet then put them in different cells. The reasons behind my opinion are: How do you logically argue that, when there are multiple ships in a single cell, only one of them is actually being attacked? I have a stack of ships under the exclamation point icon that I cannot get to because, when I click on the cell, the Battle Report screen showing how I lost a battle on that cell comes up. Over, and over, and over again. There needs to be a way to tell the game to stop showing the Battle Report and allow the click to pass through to the underlying ships.

There is also a bit of a functionality issue with the Terror Star: The Terror Star only has a range of 4.5 cells. You cannot construct a starbase (Terror Star) in another player's Zone of Control. You either need to give the Terror Star a MUCH longer range or you need to allow the Terror Star to be built in another player's Zone of Control. Otherwise, you will only be able to use it to blow-up solar systems that you already own.

I was looking at the "Module Effects" for the "Interstellar Defense Module" and, if taken literally, it implies that it has no effect (-25%, +25%). However, I think you mean to say that the player's ships go faster and the enemy ships go slower. Perhaps your new English Major editor could take a look at this when they take a break from fixing all of the typos and grammar issues. I am currently at war with the Drath Freehold. The screen snapshot below shows that they have 92 Snipers stacked-up in one cell (it was 93 before I killed one and decided to write this post). I just noticed that I am creating an insane amount of income every turn. The first screen snapshot shows the numbers. The second screen snapshot shows that all of my colonies are generating +90.12 and the primary reason is that something called "Owned Galaxy Tile Bonus" is generating 214.57. Could this have something to do with how the Prejudice and Exploitation traits within the Malevolence ideology are being (incorrectly) implemented? I am playing as the Terran Alliance and both of these leaders are Human, so these 2 traits should not affect them at all. However, it appears that they are getting 6 Diligence added to them when they show as available to recruit, then the 6 Diligence is removed after they are recruited. Hopefully, this will be an easy fix. <

I do not recall seeing this before: leaders show a skill level before you hire them, then their skill level decreases after you hire them. The first screen snapshot shows 2 leaders before I hire them (note their Diligence levels). The second screen snapshot shows the same 2 leaders after I hire them (note their Diligence levels). After thinking about this a little bit, my suggestion is that, when you hover over a ship design in the shipyard, you should add a line to the text in the popup that says whether or not the ship will require a citizen in order to leave the shipyard. For example, most of us know that a Constructor requires a citizen, but the popup does not say so:

Not only does the tooltip for the Starbase Modules technology need to be modified, but the description for the Constructors technology (the top screen snapshot above) also needs to be modified. I suggest that the description for the Constructors technology read something like: "Allows us to start building Constructors in our shipyards." (similar to the text for the Starbase Modules technology) and remove the part that says "Provides two free Constructors".

As I was exploring with a Probe, I came upon a Gas Cloud. What seemed strange is that as soon as I saw an edge of the Gas Cloud, the whole Gas Cloud became visible as shown in the screen snapshot below. Is that the intended behavior? When I start a game, I show that the Starbases technology is already complete (first screen snapshot). It says that it "Provides two free Constructors.", but I do not get 2 free constructors at the first turn. However, after I research the "Starbase Modules" technology the 2 free constructors appear. My point was not about whether minor civilizations were good or bad, my point was that I chose the "Occasional" setting for minor civilizations and I got at least 4 in my home sector. I do not think a reasonable player would consider that to be "Occasional". I reported this so you could determine whether the setting is working as expected or not.
