The good news is that your problem reproduces. You have 2 support ships attacking a starbase. Hivebase One (a carrier) and a Probe (which has no attack). Both ships are set to hang back, Hivebase One because it's a carrier and the Probe, because it can't attack anything. Each round both ships look at each other and effectively say, "you go ahead" and neither does so they are both sitting stationary. On the other side is a starbase, it cant move. So they

You are right, ill fix it
The damage roll is normalized. It isn't a straight die roll. When the range is so small (1 or 2) its normalizing to something between and then losing the decimal and ending at 1 almost all of the time. The normalization is good to keep battles from being to swingy, but it does look weird at this low of a range.
I have requested access to your save games.
The movies are more complex than the images are. They have states for if the leader is happy with you, mad with you, transitioning between those states, etc. We did put some from GC3 in GC4 for people to customize with, but not all. I'll look at including some more, I agree that getting the GC3 your version as a custom set would be nice.

This is great feedback. I wonder if it's worth making all citizens of a specific race have the same stats? Humans are always 3 int/3 res/3 social/3 dil Drengin are always 2 int/5 res/1 social/4 dil Something like that so you care about making your drengin into a soldier, but not so much about looking through your humans to find the one with the highest resolve?

You may be right. By giving them a Military penalty (reducing the speed of their shipyards) they no longer get a 2 for 1 really. If we gave them -50% Military they would really be getting 1 for 1 since they actually produce ships at the same rate as everyone else (in the time they make 2 ships everyone else can do the same). So I'm trying not to rob their flavor. But you may be right that a -20% or so may be a good way to help balance.
Yeah, the double supply is so powerful. I think I'm going to double the cost of supply ships for factions with that trait as a first step.
