You could load them on colony ships and send them on a vacation to hostile places. Though other ways to deal with unruly citizens might be useful. I will pass your suggestion along to the team.

Research Center screen to differentiate between techs that are close to breakthrough (giving a 25% cost discount) and all the others available techs (that are normal cost. (i.e. no tech focus wheel). Without cheating does a design get saved and shows up?
Go to the folder \Documents\My Games\GalCiv4\ In it is there a folder titled Designs? If yes, are there any files in it?

If you have a savegame where this is reproducible it would help a lot if you uploaded it to a cloud service (DropBox, Google Drive, One Drive) and post a link here, so the developers can take a look at it. Savegames are located in \Documents\My Games\GalCiv4\Saves
