Another suggestion Go to \Documents\My Games and rename the folder GalCiv4 to something else, like GalCiv4Old
This can be caused by a 3rd party program. Either whitelist the game with any anti-virus installed or with Controlled folder access.
If you update to version 0.81 does the issue persist?
The battle viewer introduced in 0.8 is only for space battles.
Could be rounding errors. A screenshot with the issue would help.

In Options under Account settings there is an option to auto-subscribe to posts. Try turning it off. https://forums.galciv4.com/account/options
From the FAQ : Of course if you want to play on larger maps more RAM is recommended.
