The best way to handle leavers is to eliminate AI filler and drop one of their opponents to even the teams. It is pretty much the only way to salvage the game at that point. Give the leaver a loss and the guy dropped to even a win as if they'd played each other 1v1. I think that's as fair as it could get for everyone. What if costs were very significantly reduced so that something like 300 would buy you the most expensive and rather than 'buying' favor items you'd 'rent' them for that game only? FWIW, I don't notice if favor is broken or not right now, but I have enough to buy what I want every time anyway. I just don't like the idea of discouraging new players by giving vets advantages they don't even need.
You should also note that WHQL is almost never the latest driver. WHQL testing delays them so sometimes they can be several versions behind what is actually current. While it may be simplest to go into windows update for them, it won't give you the latest.

Favor items will discourage casuals if they reset. When they hover the DG icon it will be like a commitment. Either you play enough to get your favor up so you can compete on the same level or you just skip it altogether. Most people are not going to want to jump in here and there to play against people with a clear starting advantage. I think two would add to depth also. You could remedy the imbalance of a dg with 2 vs a dg with 0 by eliminating the favor point system and just letting people pick two.
If I play rook, the only reason I tend to even take towers is because hammer slam is so godawful long to cast that any DG with a stun can interrupt it and any DG without one (+ a little reaction time/run speed) can run right between your legs and avoid it entirely.
