I just upgraded and it runs great. Prior to my upgrade I was running a i7-4790k with a GTX 970 and it ran just fine. Although this was also DX11 - I'm guessing you're running DX12 so perhaps this makes the interaction with the video card different and possibly more resource hungry? I had a couple of hard-crashes that I'm pretty sure were video-driver related. But they were few and far between and the resource load was pretty light. I was also basically running

Personally, I've always liked the idea of a bioweapon line of techs that could eventually target a specific race once you researched it high enough. It'd work well for this type of thing, because you could just neglect to research a cure for a plague that only kills the Festron.. Nearest tenth (ie 3.7) seems like a really good compromise between the "exact numbers are confusing" and "rounded numbers don't tell you anything useful" arguments. Personally I would prefer nearest hundredth (ie 3.67), but that's just my opinion and tenth seems entirely adequate and makes the player realize immediately that all numbers aren't expressed in integers, and are probably rounded.
