Curiously, it seems to be behaving better today. perhaps the update helped. Haven't seen it today at all, although I have been focusing on figuring out the ship designer. Running at 1920x1280. Have same problem, although the left side of the screen is partially (about 10%) visible. One of the build icons is partially visible, so I can click on it and it will go into the colony build queue. Has happened on every game I have played. Appears after I put down the third governor.
A survey result called 'Experimental Technology' talks about it being capable of 'enervating' the population. 'enervate' means weaken. I think 'energize' is the word you want.
