I'm glad you found them. When you're making a mod, you don't need any folder that doesn't have anything in it. I find it easier without all the empty folders cluttering up the folder for the mod.
I also use abundant for both, and I see see pirates, space monsters and enforcers all the time. I think there are only six minor races in the game, so they won't appear very often even on abundant.
If you start with a Galaxy Size of Singular, there will be just one sector. That sector will be the largest sized sector in the game.
I wonder if you are looking at Documents/My Games/GalCiv4. That is your personal directory and has nothing to do with the game files. The game files are located where Epic installed them. I'm not sure where that is for a standard install because mine are installed in a non-standard location. Perhaps they are in C:\Program Files (x86)\Epic Games. If not, you may have to do a search of your computer for GalCiv4.exe.
The alpha has always been moddable. It works the same way it did in GalCiv3. The full game is supposed to have something similar to the workshop in Steam so that mods can be used no matter where the game was purchased. Editing the xml files where they exist doesn't work. A folder for a mod must be created in the Mods folder, the xml files need to be copied into correct sub-folders in the folder for the mod, then those xml files can be edited. Mods must be enabl
I understand the confusion now. Only the starting sector is visible at the start of the game, which can be Tiny, Small, Medium, or Large in size. Once you do the research that allows you to see and travel the subspace streams, the rest of the sectors in the galaxy will be available to you. There can be a lot of sectors in a very large galaxy, depending on your choices at the start of the game. All the sectors fit in a "galaxy" that is made like the galaxies in GalCiv

Pirate ship breaking its tether and chasing my probe all over the sector. In GC4 pirate ships are “tethered” to their shipyard and can’t go too far from it. I have a stuck turn in a new game with version 0.60.208431a that is repeatable. It is the type of stuck turn that can be "fixed" by going to the main menu and opening the Victory Status. I was moving a probe along the edge of my starting sector. Suddenly, I got the movie for “first subspace stream travel”. I don’t have any of the techs that allow me to see or travel on subspace streams. I think the probe traveled onto a tile that contains one end of a stream, but I can’t see it yet.
