Out of the limited number of games I've played, my biggest fear was a pirate fleet of 11 ships. The combined mass driver attack was 125 and their shield rating was about 50. I had been focusing on beam attack so I was quite shocked when I found them. I quickly teched up to nano rippers and upgraded my heavy cruisers with about 3 or 4 each. It cost me about 7-8 turns with expensive upgrading and researching. Fortunately the pirate fleet didn't move

What's the population of said planet? From what I understand, the various happy buildings modify the remaining morale - so an insane pop count would benefit very little from a score of happy buildings. There should be a tooltip explaining the various numbers if you hold your cursor over the 'Approval' percentage. In theory, at least. I'd check, but any 3D app overheats my proc (fan dying) and the mobo safety feature kicks in.</f
I've had this happen to the Drengin when I was playing. As I had advanced espionage, I kept very close tabs on them. Every 3 or 4 turns it seemed 6 or 7 random attributes were bumped by +1. It could very well be every attribute was bumped by +1% and my espionage is just a rough approximation. If it happened to a human player, it's kind of like an automatic win event.

If your espionage is high enough, the number in the parenthesis must be four or higher in order for the pirate flag to pop up. This is explained at the bottom of page 42/ top of page 43 in the manual.
