Never mind. Tried it in Epic and game moves on. Shutting down Steam and then restarting game also worked. Just going out to Steam menu and restarting game wasn't enough to get past hang-up.
There is actually a good side to the limited survey ships. You pretty much get to keep all the goodies in your home system and even have some left in the unexplored systems. Remember if you can spam survey ships the AI Civs can do it faster.
There's a reason colonies currently default to the nearest Core world. Decay. While I agree that it would be nice to be able to change the Core world the colony supports, if you send the support too far it will become useless (unless you have decay buffs).

That's exactly it Divine Wrath. Also, the Population Caps are not hard caps. You can exceed them, but the other citizens get unhappy. I usually ship them off in a constructor or colony ship, but while I'm waiting I'd like to be able to have access to them.

That's a nice colony planet. I had this event twice so far in my current game, same version as you. I'll have to send a probe around to find them. I'm really pleased with the changes to Artifacts rewards with this version. No longer getting 75% Diablo Catalyst and Extension Module. They've added back most of the old artifacts that you can save if you want to. Much more interesting hunting them down.

Okay - I can understand if you thought that the old Science Artifact value of completing current research was OP and wanted to make the impact the same +50 as the control research (wording change from pressure to inspire), but why not keep the old symbol? Using the symbol from the control tab is stylistically offsetting IMHO. When I established a trade route with Minor Civ, a trader ship appeared and started heading towards the same planet. I cannot control it. Well, you sure made picking traits a tougher decision by upping the base cost and then upping the cost of remaining picks dramatically with each new pick. I think it would help if you added culture points to the info at the top of the main screen and let us see how they're accumulating as with Control and Wealth.

As with everything else, I urge you to think of a way to make Culture a useful feature of the mid to late game mechanics. Once you get things rolling it's pretty easy to use up all the really useful Culture traits. Some triggering mechanism that unlocks additional traits latter in the game. You could even have the choice of which extended path the player picks block other extended paths for being opened.

You need to use a program to create a secure link to your file. I use Dropbox. The base program is free and trusted. Once you have a secure link use the "Insert Link" button in the control panel - middle of 2nd row to the left of the + sign.
I like this idea. Definitely link it to a new hard to research technology that unlocks a few paths to previously unexplored sectors. You could even have it that ships traveling these hazardous routes have a 10-25% chance of being lost forever.
