Hello, Playing Gal Civ 4. Have a constructor within range of the technology relic. When I select construct, the mining type star base is not available. Is this a logistics issue? Or technology issue? Bug? My logistics cap is 90% unused. (Begining of the game). I believe I have already researched precursor engineering.(Xeno archeology) Thank you
