Yes, thank you, I know how to crop an image. What I am asking for, specifically and explicitly, is a way to do that while setting the icon, without the need to use any other software. TileIconify, which is what I was using on Win10 to create custom tiles, had this functionality.

Sometimes, when setting an icon image, I want to use just a part of some image I downloaded. For example, when setting an icon for Cities Skylines 2 I wanted to use a wallpaper with the game's logo in the middle, cropped to just the logo. I would love some simple built-in interface to do that when selecting the image to use. Something like the below:
