IIRC, the human never gets a bonus or penalty. However, at lower difficulty levels the AI suffers an economy penalty: for example at Fool (the easiest difficulty level) it only gets 40% of the income that it would earn at the breakeven difficult level (Intelligent, I think). At the highest couple of difficult levels, the AI gets a bonus. I agree with Alzandrion, selling Tech is the way to do it. This seems particularly ridiculous with a high diplomacy bonus - I just finished playing a game on Tough where I started with the pacifists, and bought Diplomatic Translators early (from Mitrosoft, ouch!), and refused to trade them to anyone else. With ~60% more diplomacy than most others, I was getting truly ridiculous amounts of cash for selling tech - particularly from minors. I could get like 150bc per year for 20 years for sellin

Sorry, I don't recall with certainty. I have a suspicion it might have been the "information warfare" one (whatever its called, costs like 2200 bc and subverts some of their population to your side). It could however have been a traditional invasion, and there's a very vague possibility it might have been the gas invasion one. Certainly none of the others. |Zero|

Hi all, I was just playing a game where I invaded the Yor home system with ~5b troops, which contained 4 planets (2 18s and 2 19s) (with about 9b population each). Anyway, I win the battle (just!) - and then find that each planet has 100b population (and of course morale = 1%)! (Though, despite shipping lots of troops off with transports and building things, I never got morale above 1% for the rest of the game. The ^1.7 power seems designed so that at 10 starbases, the average maintenance is 5 - ie at 10 starbases you pay the same maintenance as in 1.03. I think maintenance on a per-module idea is a bad idea: the idea with having maintenance was to reduce the number of starbases rather than the quality of each. In terms of the ^1.7 power system: be aware that this will have big consequences on a large map - should you really have to pay a larger proportion of your economy for starbase

Alternatively, you could offer "packages" that offered both benefits and penalties for a net change of zero points. Eg: 0 points for +20 something -25 something else. You could offer themed "packages" this way. Eg: -20 soldiering, -20% hit points in exchage for +20% economy and +15% diplomacy. Or whatever.

I'm an utter newb so apologise if this is a silly comment... but on a reasonable intelligence level, would you really expect it to have a huge impact on morale? Surely, if you spend enough on destabilisation to make their morale drop, they would spend lots of money on morale boosting stuff to keep their planets from defecting. So, your destablilisation may have a big effect on them, but the effect may be to force them to divert resources to shoring up morale (at the expense of military

Hi everyone, Apologies if the answer to this is somewhere obvious, but I didn't see it in a quick look round (and this forum doesn't seem to have a search feature).
