Same for me, when creating a custom civ it still has the 'Cruel' icon with the 'Malevolence tooltip'

Probably your system becomes unstable for some reason when running Gal Civ 4. Their can be a thousands of reasons for this (verifying game files, system requirements, access and rights to User>Documents>MyGames folder etc.). Do the game crash or do you exit the game yourself manual via taskmanager or by Steam? If so, are you sure no files related to Gal Civ 4 still running in the background while you try to start any other game? If so, did you tried to restart your syste

Do you eventually want to share the solution? It took me hours to dive into all XML files trying to understand how to solve this manually but I failed. A nice way to learn to mod at least. Thanks in advance.

It's a very complicated bug for me to understand why it happens that every new 'Sovereign' leader has the 'Cruelty' icon with the 'Malevolence' tooltip. Actually all leaders you can recruit has many traits. But there are specific traits for governors, for diplomats, for citizens, for units and for leaders.
