There are multiple ways to win and you can set the victory conditions in the new game options. One is through prestige, another is a tech victory, or you can just crush your rivals etc.
Most are designed to be activated right away. But you can choose whenever really. They're more like quests you opt into.
Looking at point 2 I think this is something you'll see a lot of change with as we go. We're mot focused on ensuring civ creationg works well and getting the uploads in place. But, balancing things will be an ongoing process.
It is tied to what modules you are using. Check that you're not using any speciality items that would come under that.
I will put this in a doc I am preparing about requested features for the 1.0+ cycle.

This is a known issue. We're still tweaking the AI.
We have no official announcement to make about Steam. But, we want to be where all players are.
Because the cost of creating Linux ports is prohibitively expensive for studios compared to the people who buy games solely on Linux. The Deck is cheifly designed to run games that support Windows in a compatability layer called Proton so there is even less reason to create native linux ports ironically.
You may need to recreate from scratch.
Whilst I do understand that first time can be frustrating I do think tutorials are a thing of the past. With online guides, let's plays and other ways to get information you don't need to have a full expensive tutorial in a game. But making the UI as inuititive as possible is an ongoing process. I was playing Dune Spice Wars recently and that has no tutorial but with a few tooltips and guides you can pick up stuff and for anything deeper you have let's plays etc.
If this is persisting we might need liveops to take a look at it.
I believe it is civ-wide. Might be factoring in some debuffs as well.
Might be a feature for the roadmap. I'll add it to it.
As Divine says you can adjust the opacity. This was a requested feature from some before. I don't think we have a way to replace it though.
