In GalCiv III, you could have more than one core planet contribute to a shipyard. Any reason why that option doesn't exist in IV?

Every so often I get an event pop that says I'll gain a percentage of tourism for the cost of -20 control. I assume that means it's going to take 20 from my total control, but my total control never goes down. Unless it's taking it from somewhere other than my total that shows at the top of the screen?
Now that I think about it more, in reality, space is like, REALLY big, so you'd never know of other fleets passing each other by. But on the other hand, this is a game, and we suspend reality for a game, so it would be nice to see a zone of control
Why is there no 'zone of control' for fleets, or have I just not progressed far enough along in the tech tree to unlock something of the such? It's frustrating to watch an enemy fleet zip right between two fleets to get to a starbase and take it out. If I'm within one hex of an enemy fleet, he shouldn't be able to fly away without me getting an attack of opportunity on him as he leaves my zone of control. If there isn't one, there would be nice to have techs that unlock & then grow the 'z
Does my economy just suck or does it feel like retrofitting is way too expensive? I can easily afford the resource cost, but it's the money cost that only allows me to upgrade a ship like once every 10 turns if I wanted to. Does the length of game (I play long & slow) have any bearing on the upgrade costs? I'm still using no maintenance ships, and upgrading from a 2 attack to a 4 attack, or a 4 attack to a 6 attack is costing me 350 a pop. I can build all new ships quicker than I will eve
That's all I can ask for! I'm probably one of the few who it actually bothers, but I'm just trying to find that sweet spot!

Just a couple of minor bugs I noticed when choosing a couple of different ideologies: EGALITARIANISM - FAIRNESS - Supposed to get "three free colony ships", but I got three colony ships, and two constructor ships. Haven't noticed if this happened in other games, but it happened in my current one PACIFISM - KINDNESS - Not in this current game that I'm playing, but sometimes instead of three constructor ships, I've gotten five constructor ships. Oh, I understand taxes, just the way everything is being presented is what was confusing me. I get the numbers now. Even though my people are creating 393 worth of revenue (GDP, trade, treaties), I'm only collecting 33% of it, which is where the 130 is, and then minus the 14 and change brings me to the 115 monthly. In regards to the music, I'd rather just have continuous music playing instead of each menu screen having its own separate music background. You only hear the songs for a few seconds each as you click through the menu's, and they're also quite underwhelming. Space-themed games tend to lend themselves to some pretty epic soundtracks, but yours just doesn't feel epic at all.
Wait, now I think I understand it a bit more...so taxes are what I'm paying ? No way the way things are listed out to me would it make me think that the taxes are something that I have to pay. Taxes here are listed in the same color as everything else, so I thought taxes were something that I collected from my colonies/citizen, not something I had to pay. So with that bit of information, the numbers still don't quite add up.
Just a few observations from my first few hours of Supernova. Sectors - Seems like needless micromanagement, are they really needed? I've already got more than enough to do in one sector, does it really add that much to the gameplay to have to do the same thing in multiple sectors? I'm not a fan of the sectors either. I find myself creating one big "sector", and just playing in the one. More sectors = more micromanagement, and they just aren't needed.
