I have not seen the AI do that. Although I have conquered planets with more than one level of building present (some were just not upgraded yet). I guess if the AI had a hole in their tech path they could build either. Not sure how the code would determine when to build which one. I have seen the AI do it. Building basic factories when you have high tech... in Strategies GalCiv2 Forums

Hey, in long games, sometimes, money's short and some new planets apear to be colonized. But the problem is that i have to build industrial sectors which take 250 weeks to build or buy them at something like 6000bc which i don't have. Can i just build a few basic factories to start first and upgrade later? It's strange that a high tech civilization have a harder time to evolve and colonize then a lower tech one. It must be possible since the AI does it... But how?
