In my opinion, I think that the attacker should have to finish a battle in a certain amount of turns. The deciding factor should be something like the ratio between attacking/defending forces, the attacker's army in general, the defending army in general, the type of terrain in which the battle is taking place, etc. I think retreating should at least be an option to both sides. However, maybe it can be a pre-game option whether or not retreating deals a penalty. P
