If I recall correctly, one of the mods in Draver's bundle of mods provides upgrades (when you research the tech) that allow orbital mines of all types to match the output levels of core world mines.

If it's in the Factions folder it's probably from a civ you downloaded, or perhaps created yourself.
It doesn't work for me either. Do you need to have the Steam Cloud enabled? I don't. In any case, I'm off on a long cruise and won't be able to do any testing.
Updated original post to move Pirate Cleansing to the working list. Since only pirate bases count, I had to set Hostile Entities to abundant and then kill 4 pirate bases in my home sector, 2 more in the next adjacent sector, and then 2 more in the sector beyond that to get to the required total of 8.
The people looking for it call it Planet X. I think Stardock took some liberties and named it themselves.
I was a beta tester when GC4 was Epic exclusive, and there were a lot of problems with the achievements early on, but as far as I know most (but not all) were fixed by the time Supernova came out on Steam and I switched to playing it. As an example, here are some of the achievements I've gotten: I haven't played on Epic for quite some time, so they may be broken by now.
Have you downloaded any user created civilizations from the workshop (either Stardock or Steam)? I did, and in my next game I started seeing Spanish (or maybe it was Portuguese) text. I tried deleting the civs from within the game and found out that doesn't actually get rid of the files. Once I went into file manager, deleted the downloaded civs from Documents\My Games\GalCiv4\Factions and started a new game I have not seen the Spanish again.
I've seen that with the survey artifact, for me it's always started working after the next turn.
I just noticed that the Fleet Victory achievement description has been updated to say "Destroy 15 or more ships and win the battle". I just won a battle against 14 [e digicons]:P[/e]

Updated the list to move Against the Tide to the working section. I had thought that starting the Against the Tide challenge would also grant War with the Unknown, since I had only met 2 of the civs when I turned on Against the Tide and they all declared war on me, but it didn't work. It might have been because I had built Eyes of the Universe. Seems like it shouldn't have, though, since building that doesn't let you declare war on anyone you haven't already met.

My fans were running full out too, until I turned off Anti-aliasing in the graphics settings. It still gets hotter than I'd like, but that helped.

IIRC, Niven's Ringworld had a star in the middle of it, with the livable surface on the inside of the ring facing the star. A small portion of a Dyson sphere, as it were. Also had orbiting segments between the star and the ring to block the light and provide nighttime to portions of the ring.
