Usually I use Paint Net or PSP or both. What they can't do(which is not much), only then I load Photoshop. But one can do wonders with stuff if they experiment and invest time. Yeah the Star Systems editor would be good. I can't remember if that was there in GC2,3 or I was modding it in. And I forgotten that we could add advisors with your mod much prior to Species Editor Pack. I wonder if there is flexibility to add option for Portrait associated Citizen Leader Profile and Name+Surname. I don't get why it isn't an option yet. While there is a .dds plugin for photoshop I cannot reccomend that since Photoshop is an extremelly pricey tool for the average, non professional, not using it for profit, gamer. Unless you can do what you need with the trial version. If that is the case, by all means go for it. PS is an excellent program. I bought it this September early 1st half I think. I believe it was active then and for a few days after. I didn't fiddle with it since I was still downloading or creating stuff and other everyday life related matters. Thus I noticed it only recently.
There was. It's gone. You can try open the leader pic the foreground and the background pic you want in any image editor like PSP, Photoshop, Gimp, PaintNet and combining them in one and use that in place of foreground. Not sure if it works but I think it does. The leader pic has to be exactly where it would be in the image, since there is overlaping and it will look bad if you're not precise.
It persists cause I got it too. But I don't think it's a bug. Probably requires an event trigger that happened to be very rare. They should add some code for events, like "if event is not triggered within X amount of events, trigger when next event happens". It happens to other events as well.

I run a country under that name(amongst others) in a country simulator game. The Korath were amongst the best baddies of GCII so it's interesting to see what they'll be bringing in combat heavy sessions. I had this problem yesterday. I knew portions of it existed before. Like, when ACGPT searches for leader pics there are certain rolls for it. "More pics like this one" has rolls. And "More pics" has rolls. So I found this pic yesterday and on the same roll there was another one I liked. "More pictures" and "more like this picture" eventually runs out of rolls(I estimate there are like 20-30 rolls per). So if you run out of rolls and didn't find something, probably is when it sends a request. Well, imagine asking it of succesfull ways to colonize the Moon and Mars and the solar system. Also how to counter a very advanced AI/ASI and make it cooperate with us instead of perceiving us as potential adversaries.
