Stardock Forumsyour not the only one! ive got the same issue! the shortcut fix didn't work :( ive posted a ticket to Ubi in hopes of a resolution but nothing so far.

seeing similar to this on Windows 8 64 bit; my issue is exactly the same except it involves loading Deskscapes which then produces exactly the same result your seeing here. uninstalling/disabling deskscapes fixes the issue for me....so I was presuming it was a deskscapes issue.
