I noticed in steam there was another update. I ran it and the game started! It went to a splash screen and took a while to load. But then the game opened. It looks like the whatever the latest update was fixed it for me.
Thank you for your response. I uploaded the beta version, but when I checked for perfs.ini file in the C:\Users\Michael\Documents\My Games\GalCiv4 folder it is not there. I tried validating the installed files, but it was still not there. I tired running the game and am having the same issue. It does not appear that a perfs.ini is being installed or created when I try to open the game.
I am having the same issue. I have the same Graphics card, but I have an Intel i7. It was working fine for me until the last update.

I found file by that name in the steam files for gal civ 4. When I opened it, it read: Debug Message: Command Line: Debug Message: Personal folder located at C:\Users\Michael\Documents Debug Message: Command Line: Debug Message: Personal folder located at C:\Users\Michael\Documents
I am not seeing a debug.err file there. Maybe I messed something up. When I uninstalled the game I deleted that GalCiv4 folder to give fresh install. The only thing there now is a folder for Saves and MPSaves. Each one has a file "Steam_autocloud.vdf" Is there something I can do to restore this file. I reinstalled the game and ran validate on the file.
