Why are all my buttons flat in WindowBlinds Tutorials WinCustomize Forums

When I look at a skin on the web site and I don't download it unless it will have that WINXP look I am still getting all the buttons and start bar and task bar looking flat when I am applying it., I have the settings to use the taskbar and the start bar with Vector Cell (which I know has rounded buttons). All of my other setting are correctly set just from experience. But even when I have to override the skin with Vector CEll they still come out

I have not downloaded any cursors lately so it has change from XP to FX and now my computer does not recognize the file ext., when I try to down load. Any syggestions? Lainie
