Upgrading starbases -- adding modules I am a bit lost in Galactic Civilizations II GalCiv2 Forums

I cannot seem to figure out how you go about getting modules built on Starbases...I build constructors and construct starbases when I click on the info it will say I have Installed Modules 0/8 -- or however far along that particular tech path I am but I cannot see how to upgrade or get those modules. Thanks.
