Make sure that your desktop is set to 32 bit color, not 16 bit.

The game does indeed use those setting files, but due to past issues with old versions of config files causing issues after updates, the game will reset the settings if it detects that they're not from the same version.

The "C" bit is just a bug in the error message. You should be able to right click on sins in Impulse and pick the reactivate option. If that does not solve it, contact support as above.
