I've taken about 110 more turns (trying to work through the tech tree which so far doesn't do much) and it keeps popping up over and over...it definitely needs some fixing

Ok go easy on me I have never used a forum lol. So I played a game a few days ago and stopped when I noticed about every 2 turns the same choices were popping up. Last night it happened again.
