What do people think about bigger fleets so that each fleet is more important mid-late game?

Agreed. I'd greatly prefer a few fleets I care about and want to manage. Combat is my favorite part of 4x games. Lots of fleets I don't care about / can't manage takes away my favorite aspect of the game.
