you might just need to be patient and drag and drop slowly or double click slower I clicked and move 15 minutes it is not working. It seems if it did not work directly it will not work throughout the session. I restarted some games with different fractions. Sometime it works after researched the tech and sometimes not. Seems to be quite random. Is this the right place to file a bug so it might be fixed
I have restarted the game as Yor. Same effect! Then I have restarted the game as humans and it worked like expected. Is this some sort of restriction or a bug?
