MacOS-like bar in WindowBlinds WinCustomize Forums

Hi everyone. Undoubtedly a newbie question, but anyway... how can I get the MacOS-like bar, with programs icons inside ? Is it inserted in a theme (see here : Link ), or I need to download a specific tool...? Thanks.
