You are correct about shipyard decay.
However, Resource Extraction Doctrine does not reduce shipyard decay. but asteroid decay and if I remember correctly Colony decay.
Shipyards are indirectly affected as any decay the Core planet is subject to lessons the production provided by it to the shipyard.
