in-game Random name generator

Where do I find the files governing it? I really don't like much the names generated. It as if a bunch of letters are taken by pure chance and assembled into weird words...

This game has the worst random name generator in video game history.
I dug into it a while ago and made some really weird names, like: Gnmsp.
Personally I prefer the name list method, like the Space Empires series had.
It would have to be a quite large list so they don't repeat too often like star names in GalCiv. I swear, it was annoying.
Perhaps an enhanced generator? Other games have it and don't suffer of names like "Mrrrrgutdreb"
I feel a rant coming on, so I will make my own topic.
Damnit, I read the rant first and then read this warning. Scarred for life!
Has anyone had any luck with modding this? It seems I can't change anything in practice. I set up the rules with only one consonant and one vowel (hammer/fall) and it still kept choosing non-sensical letters not in the corenameruleset.xml file.
