I got bored one night and started looking through the manual and I found under diplomacy it said there was a destabilization scroller like the espionage on the relations tab in the foreign policy screen. I looked and it wasn't there. I was wondering did they take it out or was it ever there. Or is it neither and I'm just looking in the wrong place.
