I doubt it. The concept of ship's crew isn't even in the game. It's the ship as an entity that's composed of both ship and crew that's getting the experience levels.

I am curious to see how upgrading of ships is handled though. If I have a battleship with 5 levels of experience and I've had major tech increases since it was designed then I'd like to incorporate that tech without having to scrap the ship. The MOO2 mechanism for this worked rather well.

What was the Master of Orian method?

In MoO2 you can upgrade ship to an existent design of the same size, or create a new one. Cost of upgrade is hull-dependent fixed sum + cost of new equipment. Engines are upgraded for free after ship finished travel.

Iam not sure if it is important to have single ship crews in a game where you can replay the fate of whole planets and empires. The magic word is "scale". In a small level tacitcal game where there is combat between different space fleets, crew quality of single ships would be important. But in strategic galciv IMO a crew quality feature would be too detailed.

Ya'll remember Sid Meirs Civilizations? In it once you researched needed tech a little box would come up asking if you wanted to upgrade your older units to newer ones with out penalizing exp or anything else. i would vote yes for a similiar concept here for this purpose.Sure it could cost a ton of money but that is a choice you make to further your race.

Or if you decided to scrap it why not give a little material back for another project, or create a pool of reclaimed resources so you can alot where to spend it say up to a max of 50% per project to help speed up something.
