When I went back to the original examples that I generated, there doesn't appear to be a problem with them -- there's a single, brief readable description and the faction details on the faction selection screen. But I did replicate the "bug" just now in an attempt to create a new race. The screenshot doesn't show the inability to scroll down, but it does show that there is a line of text partially visible that I can't scroll down to read in the pop-up "Describe This Civilization In More Detail". Also, in the "Strengths and Weaknesses" section, although no partial line is visible, it seems obvious that there should be more text that completes the paragraph, but there seems to be no way to scroll to read it. The brief description seems fine --- and ultimately, I think this is all that appears on the faction selection screen anyway. Once I loaded a game with the new faction, I'm able to read all of the text, so being unable to read it on the generation screen seems like a fairly minor bug. The screenshot is below, but while I'm posting this, I also had another question: Is it better to modify the "Biology", "Cultural Affinity", and "Behaviors" tabs before or after clicking "Generate"? Will "Generate" ever change them and/or be influenced in its generation by them? If I modify them after clicking "Generate", do I need to click "Generate" again for my changes to affect any of the emergent functions? Or is each approach (changing before clicking "Generate" vs. changing after clicking "Generate") equally good but produces different outcomes? I thought about trying to play and experiment in each case, but I'm not sure that I'd be able to play enough to notice any pattern, and assumed it better to ask. In the screen-shot below, I didn't attempt to manually change any of those settings before I clicked "Generate", and it appears that they stayed the same. Have they influenced the description of the race here?
