Can't invade a planet. Help.

Orbiting defenders already destroyed. Transport filled with 17B troopers. Still can't invade.

Hello I'm playing GalCiv 1 but that game's forum is pretty much dead so I decded to post here.

Screenshot:

The defending planet has no more ships. My transport has 17 billion troops. The planet has 9. I click on the planet but my transport doesn't do anything.

Help?
