Beta - Terraforming problem

I'm unable to do Soil Enhancement, and any of the Terraforms (including Ultra-Terraform) on certain planets. Mostly, they seem to be class 20+ but I've had some 19's with this problem. Clicking any of those build options just highlights the initial colony.

I am able to do the Habitat Improvement, and Orbitals.
